A review of the evolving demographics, expected growth areas, exis ng facilitates and patronage data of the Palmerston community has led to a number of recommenda ons to ensure the adequate provision of community infrastructure in Palmerston occurs in the future.

It is noted that a number of exis ng facili es are adequate for Palmerston in the short term although those and other items require ac on and planning to cater for evolving trends and contemporary delivery models across the life of this plan.
To enable e ec ve planning and delivery of infrastructure, suggested ac ons have been allocated a Short Term (0-3 years), Medium Term (3-7 years) and Long Term (7+ years)  meframe in the context of this plan.
COMMUNITY CENTRES, YOUTH CENTRES AND SENIORS CENTRES
Local Level Provision
Overall, the locali es Gray, Driver, Marlow Lagoon and Durack contain adequate provision of Community Centres also func on as Youth Centres (as re ected by patronage data). The Joy Anderson Centre provides adequate provision as a Seniors Centre for abovemen oned locali es along with Moulden and Woodro e (as re ected by the
DSS), however it is noted that the service the centre provides is orientated largely (96% of occupa on) towards ‘care’ based occupancy rather than ‘ac ve’ op ons for seniors. It is noted that provision of an “ac ve” seniors centre could be inves gated to service these locali es and the wider Palmerston community.
While Youth centres are not provide in isola on, capacity and opera on of the exis ng halls is adequate as Youth Centres in the above locali es and the opera on of exis ng facili es as mul  use centres re ects contemporary provision models which is a suitable ongoing provision model. It is also noted that Marlow lagoon, while not densely populated, has an advantageous loca on to u lise the mul -use services of exis ng centres, in par cular the Driver Family Resource Centre.
