IOC rolls out BS VI fuels
supply in seven Haryana
districts
In line with the commitment to roll out Bharat Stage (BS) VI fuels in NCR region, 2200 Retail Outlets of IOC/BPC/HPC would be supplying BSVI grade fuels in 7 districts in the state of Haryana with effect from tomorrow, October 01, 2019.
The districts include Faridabad, Gurugram, Mahendraghar, Rewari, Jhajjar, Palwal and Mewat. The Retail Outlets of IOC/HPC/BPC in the above seven districts have an average monthly volume of around 650000 metric tonnes with 13 Oil bulk locations converted from BS IV to BS VI specifications
Further, w.e.f. 01/04/2019 part of NCR (National Capital Region) i.e. 4 districts
of Rajasthan (Alwar, Bharatpur, Karauli
& Dhaulpur) along with 8 districts of
Uttar Pradesh (Meerut, Muzzafarnagar, Ghaziabad, Gautam Budh Nagar, Baghpat, Hapur, Bulandshar & Shamli) and Agra City implemented BS VI fuel rollout.
Now with the commencement of BS VI fuels in the remaining 7 districts from 1/10/2019, the entire NCR region is being served with BS VI fuels, ahead of schedule.
In line with the Auto Fuel Vision and Policy of GOI dated May, 2011, launch of BS-VI Ms
& HSD on PAN India basis was targeted for 01/04/2020. Oil Industry has already launched BS-VI MS & HSD much in advance of the target date in NCT (National Capital Territory) w.e.f. 01/04/2018.
IndianOil’s Panipat and Mathura Refineries have been providing BS-VI grades of MS & HSD for meeting the above BS-VI requirement of NCT & NCR much ahead of the scheduled target of 01/03/2020.

IOC: OMCs have sufficient
LPG supply ahead of festive
season
There are media reports of a possible LPG cooking gas crunch in the country in the festive season ahead. The Oil Marketing Companies (OMCs) would like to clarify that, contrary to such reports, they are fully equipped to meet the enhanced LPG demand through both indigenous sources as well as imports.
While all LPG suppliers, including Saudi Aramco, are standing by their commitment to
dispatch agreed quantities, indigenous supplies have also been stepped up and additional cargoes being arranged to meet the enhanced demand in the festive period.
The OMCs stand by their commitment of providing uninterrupted supply of LPG cooking gas to their valued customers, particularly in the ensuing festive season.

Pertamina officially
integrates PLBC with
Cilacap Refinery
Following the Cilacap Blue Sky Project’s (PLBC) completion, the official integration of operations with the existing Cilacap Refinery was officially conducted today. This was marked by the handover of PLBC from the Directorate of Processing and Petrochemical Megaprojects (MP2) to the Directorate of Processing.
The handover was carried out by signing
the minutes of handover by PLBC Project Coordinator and General Manager of RU
IV Cilacap and witnessed by MP2 Director Ignatius Tallulembang and Processing Director, Budi Santoso Syarif, at the Cilacap Refinery, Monday (9/30). The Director of the Pertamina Processing and Petrochemical Project, Ignatius Tallulembang, explained that the handover ceremony marked the operation of PLBC under the management of the Cilacap IV Pertamina Refinery Unit (RU), which will produce more EURO 4 standard quality Gasoline fuel oil.
“With the operation of PLBC, the production capability of Pertamax RON 92 Cilacap Refinery products has significantly increased to 1.6 million barrels per month from the previous 1 million barrels,” Ignatius said.
In addition, continued Ignatius, with the operation of PLBC, it will reduce the import of High Octane Mogas Component (HOMC) as a component of blending gasoline products significantly so that it has a positive impact on the government’s efforts to strengthen the country’s foreign exchange reserves.

PHE ONWJ attempts to clean up remaining oil spill
Even though the YYA-1 well was observed to have not released an oil spill, Pertamina Upstream North West Java (PHE ONWJ)
Offshore Energy continued to deploy personnel to clean the Karawang coast. “We conduct air monitoring and land
monitoring routinely, to see the condition of the waters of North Java and the Karawang coast. Since the killing operations began to date, the results are quite positive. There is no oil spill at sea,” said Ifki Sukarya, VP Relations PHE.
Ifki added that at a number of points as of September 28, such as Alam Baru Beach, the area of the Buntu River Shipyard is no longer visible on oil spills on the coastline.
But in the areas of Tanjung Pakis, Tambaksari, and Cemara Jaya there are still remnants of oil spills. “We estimate this is the rest of the oil spill since September 21, which was just carried by the current and just arrived at a number of beaches.”
Ifki added, there were still a number of personnel in charge of cleaning in the field, with an amount that was adjusted to the needs.
As of September 28, 2019 there were 2601 total onshore personnel consisting of workers, community groups and TNI / Polri personnel.

Excelerate receives notice
to proceed with Philippine
FLNG
On September 20, 2019, Excelerate Energy received the Notice to Proceed (NTP) from the Philippine Department of Energy (DOE) to develop a floating liquefied natural gas (LNG) import terminal in the Bay of Batangas per the DOE’s guidelines for “Rules and Regulation Governing the Philippine Natural Gas Industry.”
The project, Luzon LNG, will supply natural gas, sourced from LNG, to existing and new gas-fired power plants in the region that provide electricity to Luzon including the area of Metro Manila. This abundant and secure source of gas supply will augment the existing gas production from the domestic Malampaya fields, as reserves from these fields begin to deplete.
The proposed project will be located offshore the city of Batangas to minimize the impact
to the existing shipping traffic in the area and coastline. The terminal will utilize Excelerate’s state-of-the-art offshore technology specifically designed to perform in extreme weather conditions, like those of the Philippines, and has been proven at Excelerate’s operations in the Gulf of Mexico, the North Atlantic, Israel, and most recently, the Bay of Bengal.
