the Russian border is one of the country’s

Kazakhstan says complying
producers and plans on continuing to comply. Kazakhstan’s oil output averaged at 1.8mn
barrels per day (bpd) in January-August below the agreed upon maximum output level of 1.86mn bpd, the ministry said. That was due to Kazakhstan temporarily shutting down output at several of its fields, including the giant Kashagan field, in order to comply with production cuts and perform maintenance works. Kashagan’s maintenance works were performed and completed in the first half of 2019.
The nation produced 59.8mn tonnes of oil in the first eight months of 2019 and its output may exceed its 89mn-tonne oil output target for this year.

Belarus, Kazakhstan
may agree on Kazakh oil
deliveries by October
Belarus and Kazakhstan may agree on deliveries of Kazakh oil to Belarus by
October when Belarusian President Alexander Lukashenko is expected to visit the Central Asian nation, Kazakh Ambassador Askar Beisenbayev said September 16.
Lukashenko originally made the suggestion to import Kazakh oil in
the wake of Russia halting oil flows
via the Druzhba pipeline in April after contaminated oil was discovered. Belarus has previously accused Russia of supplying low quality oil. Moreover, Belarus had
to reduce the workload of its refineries, possibly due to a row between Moscow and Minsk over a new tax regime on Russian oil that will cost the Belarusian budget billions of dollars.
“The Kazakh Energy Ministry and Belneftekhim [company] are in talks,
and we hope that the deal will be signed by the time the Belarusian president arrives in Kazakhstan on an official visit,” Beisenbayev told reporters.
