Lukoil eyes Cameroon LNG
Lukoil’s president, Vagit Alekperov, has said Cameroon presents a good opportunity
for LNG projects.  e o cial was speaking during the company’s AGM, on June 20.
 e company has recently expanded its African footprint through the acquisition of a stake in Marine XII, from New Age, in Congo Brazzaville.  e Russian company considers many African basins to be under explored.  ere have been reports that it is also interested in Ghana and Nigeria.
Lukoil is interested in LNG projects, Alekperov said, but would only consider investing in these outside Russia. Congo Brazzaville and Cameroon both o er LNG opportunities for the company.

US chamber blocks rail car use
 e US House of Representatives has approved an amendment to an appropriations bill, on June 24, that would prohibit the US Secretary of Transportation from approving
a plan to move LNG in rail tank cars. Freight Waves reported that the amendment would also ban the movement of LNG on rail tank cars.
 is may block an executive order by US President donald Trump, from April 10, on
allowing LNG to be moved in this way within 13 months.
 e recent move has particular signi cance for New Fortress Energy’s Energy Transport Solutions (ETS) unit.
House Transportation & Infrastructure Chairman Peter deFazio, a democrat from oregon, was quoted as saying the Trump administration’s move was intended to put pro t ahead of people in its bid to free up LNG movement.
“ is plan is beyond absurd. Should even one tank car get punctured, the results could be devastating. My amendment blocks this brazen attempt by the administration. I urge the Senate to follow suit and stop a massive catastrophe before it’s too late,” he said.
Magnolia LNG executes updated EPC contract
Lique ed Natural Gas Ltd is pleased to advise that its wholly owned subsidiary, Magnolia LNG, has agreed to an updated legally binding lump sum turnkey (LSTK) fully wrapped engineering, procurement, and construction contract (EPC Contract) with the KBR- SKE&C joint venture (KSJV), in relation to the Magnolia LNG project (MLNG).
 e updated agreement re ects the entire scope of the original EPC Contract amended for updated subcontractor pricing, costs associated with increasing Magnolia’s liquefaction capacity, and additional scope of work to be provided by the KSJV that
were previously LNGL’s responsibility.  e updated agreement is valid until december 31, 2019 and incorporates the 0.8 million tonnes per annum (mtpa) capacity upli 
for Magnolia, which is undergoing Federal Energy Regulatory Commission (FERC) approval process, for a total installed capacity of 8.8 mtpa.
LNGL Managing director and Chief Executive o cer, Greg Vesey said, “ e updated EPC Contract cost is US$4.623 billion based on 8.8 mtpa, providing an installed capacity EPC cost/tonne price
of US$525.  is agreement maintains the certainty of cost and capability with a world- class EPC provider. I wish to thank the LNGL, KBR and SKE&C teams for their e orts
to complete this agreement and provide Magnolia with the most competitive, realistic, and transparent EPC contract in the industry.”
 e initial agreement with KSJV was signed on November 16, 2015.

PTT cool on long-term deals
 ailand’s PTT is in no hurry to sign new long-term LNG deals, the company’s president and CEo, Chansin Treenuchagron, was quoted as saying by Reuters, talking on the sidelines of the Asia oil and Gas Conference.
Gas demand has slowed, he said, as solar power generation has increased. “ ailand
is good in terms of power plan development and we have good alternative energy,” he said. Consumption is around 4.7bn cf per day, of which 3bn cf per day comes from domestic production, with 1bn cf per day from Myanmar.  e remainder is from LNG.
demand for gas in  ailand is expected to increase by 1% per year for the next  ve years, he said.
H-Energy delays Jaigarh regas plans
H-Energy’s Jaigarh regas terminal will not start until the fourth quarter, Reuters reported the company’s CEo, darshan Hiranandani, as saying this week.  e terminal had  rst been due to start in the fourth quarter of 2018 and was then pushed back to the  rst quarter of 2019.
 e plant involves an FSRU with 4 million tpy of capacity. It will be connected to the
gas grid at dabhol, via a 60 km pipeline.  is should also be ready in the fourth quarter.
