6.1.4 Budget dynamics - regions
The Kremlin sets strict targets for the region's leaders. According to a regulation that came into force in the spring, the work of regional management is measured by 14 different indicators. The number of jobs in the private sector, the number of SMEs and labor productivity are at the forefront of economic performance.
Russia has a total of 85 federal entities (including illegally conquered Crimea and Sevastopol), most of which are ruled by governors. Each region has its own set of objectives to support the implementation of planned national investment projects. For example, in Moscow and St. Petersburg, annual
