                           NNPC Ltd has been established in line with
                         the requirements of Nigeria’s Petroleum Indus-
                         try Act (PIA). The PIA took effect last August,
                         after Buhari signed it into law following its
                         passage through both houses of Nigeria’s legis-
                         lature. It serves as the country’s oil and gas law,
                         and some of its provisions mandate the trans-
                         formation of NNPC into a fully commercial
                         company, NNPC Ltd, that has no direct access
                         to state funding.
                           In line with those requirements, NNPC
                         launched the incorporation process last Sep-
