Ukrainian President Volodymyr Zelenskiy signed a decree to unbundle the transport and production facilities of the national gas company Naftogaz. He also urged the nation's government "to complete the procedure for separating natural gas transportation from its production and supply, as well as the creation of an independent operator of the gas transportation system of Ukraine by late 2019. On November 9, Zelenskiy media office said in a statement that such request was included by the president into a special decree on urgent measures for reforms and strengthening the state. The move seems to be a formal one or a PR move by Zelenskiy, because the Ukrainian government approved in September a new resolution on the unbundling of the nation's state-owned gas monopoly Naftogaz to finalise the separation of the independent transmission system operator (TSO) in January 2020. Zelenskiy's decree adds nothing new to the situation.
