9.1.6 Agriculture sector news
Agreements aimed at stabilising the sugar and bottled oil pricing environment were signed on 16 December between large federal retail chains, industry unions, the Ministry of Agriculture, Ministry of Industry and core producers. The latter constituted 90% of sugar and 85% of bottled oil production.
The respective contracts are to last from 20 December 2020 until 1 April 2021.
The agreements officially set the maximum retail and wholesale prices for sugar (RUB36/kg and RUB45/kg) and sunflower oil (RUB95/l and RUB110/l).Other measures that were introduced to stabilise prices include:
· The introduction of an export quota and tariff on grain commodities (wheat, barley, corn, rye). This is to include a wheat export tariff of €25/t (some RUB2,200/t) for exports from 15 February 2021 until 30 June 2021, which is to be effective in terms of the proposed grain export quota (17.5mnt) covering wheat, barley, corn and rye. For the latter of the three commodities, the export tariff is zero, but would be 50% of the customs value, although no less than €100/t, if the quota is exceeded.
· Setting an export tariff on sunflower seeds. It is to be 30% in 1H21
