“we need new people.” Which people, however, remains unclear, Volkov explains.
A Levada Center poll published on October 31 found that the gubernatorial institution is enjoying its highest popular support since 2014, with 65% of Russians approving of their regional leader. By contrast, United Russia’s popularity as calculated by the state polling agency VTsIOM recently reached its lowest number in 14 years — 32.2%.
The share of Russians that support "decisive" change in the country increased over past two years from 42% to 52%, according to the study by the Carnegie Centre and Levada pollster, cited by Vedomosti daily on November 6. Moreover, 53% of the respondents believe that such changes are possible only through structural reform of the political system, while 34% are content with changes within the existing political order. The authors of the study note that the results indicate increasing discontent, which is likely to be expressed with protests and other forms of public disobedience.
