           2.6 ​Putin & government’s popularity
       Russian President Vladimir Putin’s popularity rating was unchanged in December remaining at 68% approve, 31% disapprove and 1% unsure.
Ironically in the last poll for outgoing Russian Prime Minister Dmitry Medvedev his ratings ticked up 1pp to 38% approve, 61% disapprove and 1% unsure. But Medvedev’s deep unpopularity was clearly a contributing factor to Putin’s decision to dump him favour for the new Prime Minister Mikhail Mishustin.
Medvedev’s government also remains deeply unpopular with an approval rating of only 44%, unchanged from the month earlier. And the Duma has likewise an approval rating of only 40%.
In contract the regional governors maintained their high popularity of 65% approval rating – on a par with Putin’s. As part of the government shake up announced in January Putin is expected to move over to head the State Council that is largely made up of governors that will give him a solid base of power that has can reach down into each of Russian’s regions.
Stepping back a little and the population are undecided on the general direction Russia is head, although the change of government is designed to improve this number: 49% of respondents say the country is going in the “right”
