Population: the government predicts that the total population of the country against the background of the ongoing COVID-19 pandemic by the end of 2021-2022 will decrease by more than 1mn people. Then, with government measures to increase fertility, reduce mortality and support migration growth, the rate of population decline is expected to halve to meet the national positive population growth target by 2030.
Life expectancy at birth in Russia in 2021, according to government estimates, will drop to 70.2 years. But already in 2022 it will increase to 71 years and will continue to grow, reaching 73.7 years in 2024, follows from the document.
Poverty level in Russia, according to the approved Unified Plan, in 2021 will decrease to 11.4% after 12.1% at the end of 2020. By 2024, the share of the population with incomes below the subsistence level should reach 9.6% of the population.
Digitial: It is critically necessary to develop end-to-end technologies and IT infrastructure. The Unified Plan introduces a target of “digital maturity” for key sectors of the economy, social sphere and public administration, which should reach 55% by 2024. In particular, we are talking about "the introduction of competitive domestic software.”
Digital transformation will create conditions for "a new quality of sustainable economic growth" after the recovery of the Russian economy due to the pandemic crisis, the planning document says.
GDP growth of Russian GDP in 2021, according to the Unified Plan, will amount to 4.2%, and in 2022-2024 it will remain at around 3%. That is, the government expects that the dynamics of Russian GDP will come in line with the goal set by Vladimir Putin back in 2018 ("growth is not lower than the world") and has never been met since then.
The preparation of the frontal strategy has been going on since 2020 on the basis of the Government Coordination Center, better known as the "bunker" at the "Ukraine" hotel.
