        alternately through the north and south apertures. That will keep them
        happy and we won’t have to worry about the contract: the deal with
        the Surfoids will be kept in force. The Innerites have no claim to the
        polar regions because they have never occupied them.”
          “Yes,  yes,  that’s  true,”  exclaimed  Lugo,  warming  to  the  idea.
        “There’s enough kipitite under the poles alone to keep the extraction
        process going through the entire contract period. Then it can all be
        renegotiated  with  the  Innerites  included.  I  think  you’ve  hit  on  the
        solution, Captain Kaga! You’ll be back at GHQ in time for work, I’ll
        see to that! But, tell me: how did you come up with this idea?”
          “Oh,” said Kaga modestly, “it’s just an application of tripartite game
