Title: Project Prioritisation and Short List Confirmation
Summary and Conclusions:
The Government will require that the Town Investment Plan is supported by a
prioritised set of project proposals. To arrive at this position, it will be
important that a clear and transparent approach to scheme assessment be
used.
At the April meeting of the Board it was agreed to commence the technical
appraisal of the schemes in line with agreed assessment criteria. This
exercise is now complete and the Board are being asked to use the outputs of
this work as a tool to consider the formation of a project short list.
Recommendations:
It is recommended that the Town Deal Board:
1. Note the Project Assessment Report provided as Appendix A to this report.
2. Confirm the projects they wish to see developed further as part of the Town
Deal short list.

Background
The Government have been clear in their expectation that the development of
the Town Investment Plan be supported by a prioritised set of interventions.
Fundamentally the £25m Town Deal cannot fund all possible interventions,
the value of the 14 project Long List ask stands at c. £60m, meaning the
Board will need to confirm priorities for the fund.
To arrive at this, the Government are being clear that the development of the
plan should be guided by a clear vision, objectives and critical success
factors. Recognising this, clear steps have been followed and at the February

28 meeting of the Town Deal Board feedback and broad agreement was
received for a vision and objectives. Building on these, critical success

factors were subsequently agreed at the April 17 meeting of the Board.
