While there is still a significant amount of work to be undertaken between now
                   and the submission of the plan in July, we  are nonetheless in a position to
                   bring forward the plan with a draft framework for consideration, provided as
                   Appendix A to this report.  This sets out the key sections and approach with a
                   plan that is intended to:


                         Affirm the vision and objectives for the town and critical success factors
                           for the plan;


                         Define the character, strengths and opportunities within the town and
                           also the challenges faced;

                         Map a clear and long term approach to support the transformation of
                           the town;

                         Set out an investment strategy to deliver the plan, this would focus on
                           the  Town  Deal  alongside  wider  public  and  private  investment
                           opportunities; and

                         Clearly set out the delivery and Governance arrangements to support
                           the plan and its development.


                   Alongside the Framework, work is ongoing to develop and agree an approach
                   on the style of the document.  The suggested style is provided as Appendix B,
                   with  this  looking  to  borrow  from  the  style  of  the  Brilliant  Barrow  website  to
                   provide a bright, spatial and eye-catching document.

                   Views  from  the  Board  are  requested  on  both  the  Plan  Framework  and  the
                   Design, as we progress development of a draft which will be considered at the
                   June board meeting.
