2. Benitor Ltd may have provided the lowest quote on paper, but what credentials do they have? After a brief search on internet, I realized their only contact available is a mobile phone and they appear to have a capital of just £100 (one hundred pounds). I believe it is neither prudent nor professionally advisable to even plan to appoint and pay almost £100,000 to an unknown contractor, with no capital. Do you realize the potential financial and other liabilities you and your fellow directors who approved this (Mr. Segar Karupiah and Mr. Jamil Raja) might incur if something goes wrong for eg. with the scaffoldings? What if they overrun on costs as have no experience on such large job?
Should you proceed with your proposal to appoint Benitor Ltd for the works, you are at risk of being held personally liable for any money spent.
Furthermore, based on what has been produced so far, I also believe that the Management Proposal for the internal refurbishment is not valid, as stated before, due to the following reasons:

It has not been disclosed who will perform the actual works: multiple individual quotes are available on your website, many covering the same works and conflicting, but we don’t know who does what and at which cost
The majority of the individual quotes underlying the Management Proposal have been obtained outside of the tender process and well before the notices were issued (while they should be obtained after according to law). They are also very old and do not provide for a term of validity. Not knowing who the selected contractors are, here are just a few examples:

Dominic J Ewer (painting) – quote dated 3 May 2012 (more than 2 years old)
Aspect.co.uk (electricals) – quote dated 28 February 2012 (more than 2 years old)
Metwin Limited (crittal) – quote dated 21 February 2012 (more than 2 years old)
The Management Proposal will likely run in overspending, given no professional is behind that, nor recent commitment has been made on price and there isn’t a general contractor who can guarantee and has the financial solidity to stand behind the works commitment to a fixed price, stated at a vaguely rounded figure of £25,000.
Based on the above I also do not consent to the works proposed by you under the Management Proposal or to your proposal to start minor workings during the summer. Should you proceed with your proposed refurbishment, you are at risk of being held personally liable for any money spent.
On this basis, the cheapest valid proposal for internal and external refurbishment is from A&R Lawrence & Sons for a total cost £105,019.38 based on your letter dated 15 June 2014.
This quote has been reviewed by a third party surveyor (Boyce, Evens & Carpenter) and with regards to the Internals is even cheaper than the Management Proposal.
If any works were to be carried out on externals and/or internal refurbishment I
would vote for the A&R Lawrence & Sons proposal. They should be the only
