Fall Conference Speakers
Donna Newell, MS, CFM, PE
Donna is president and co-founder of NTM Engineering, Inc., a women-owned business that specializes in water resources, structural engineering, and course development and instruction. She earned her Bachelor of Science in
civil engineering and master’s degree in environmental engineering from Penn State University, holds a professional engineering license, and is a certified floodplain manager.
Donna has 25 years of experience performing hydrologic and hydraulic modeling, bridge scour analysis, waterway permitting, and floodplain studies. She also served on the Industrial and Professional Advisory Committee for the Penn State Department of Civil and Environmental Engineering from 2012-2021, and was chair of the committee from 2016-2018. She is a member of numerous technical organizations including ASHE, WTS, PAFPM, ASFPM, ACEC, ASCE and MAFSM.
Katherine Peters
Katherine joined the Pennsylvania Department of
Transportation in 2016, as the director for the Bureau
of Equal Opportunity. She oversees the administration
of federal and state civil rights programs related to the
transportation industry. Programs include DBE, OJT and
Contract Compliance. In her time at PennDOT, she has managed
its first disparity study and developed initiatives to enhance workforce diversity and inclusion within PennDOT and with its many partners.
Katherine has worked for the Commonwealth of Pennsylvania for 20 years, for the departments of Corrections, State, and Labor and Industry, and the Pennsylvania Human Relations Commission, in equal opportunity and human resources positions. Prior to her commonwealth career, she worked in Human Services as an advocate and treatment specialist for persons with developmental disabilities, and provided services for children in the juvenile justice and foster care system. She is a graduate of Penn State University.
