TECHNOLOGY UPDATE
Did you know that the PAVTN now has 103 training
courses and serves over 36,000 users? Our goal at
the Pennsylvania Chiefs of Police Association is to
provide top-notch law enforcement training, available
on-demand. All training on the PATVTN is free. Access
it conveniently by visiting www.pavtn.net or by using
the links on the Association website. Stay informed,
stay prepared, and keep up the great work!
Mobile Fingerprint Identification Devices
The association continues to administer the Mobile ID
project for Pennsylvania’s law enforcement agencies.
Mobile Fingerprint Identification Devices are a great
tool that can increase productivity by helping officers
identify subjects in the field. At this moment there
are 280 units deployed by PA’s police agencies.
There is no cost for the agency to acquire the unit.
The annual fee is currently $1,050.00 per unit. That
fee covers the system/device maintenance and the
required secure data connection. Additional details

Criminal Apprehension Technology
(CAT) Training
The Criminal Apprehension
Technology (CAT) Training
Program is a $250,000.00
program funded
through a grant from
the Pennsylvania
Commission on Crime
and Delinquency.
• 3-day crime scene photography training
So far we have trained 42 officers from 18 police
departments. In 2026 additional training courses
will be scheduled at various locations in the
state to minimize the need for officers to travel.
A total of 41 camera kits will be provided to law
enforcement agencies thanks to this program.
The officers who were trained have processed
138 crime scenes and have identified 9 offenders
thanks to the equipment and skills provided by
this program.
cNet 2.0 RMS and Pre-Booking Module

are forthcoming
to enable us
to develop an
advanced analytics
module for cNet,
which will allow
police agencies to
better analyze and
leverage their data.
The software will
help to easily identify crime patterns and trends while
also allowing agencies to share crime data on their
public-facing websites.
We are also working on the creation of a pre-booking
module. This will be especially valuable for agencies
that currently lack a built-in pre-booking system
in their RMS. Officers will access the pre-booking
module through the Jnet portal and be able to
enter booking data, which will then be seamlessly
transferred to booking systems, reducing redundancy
and eliminating the need to input the same information
multiple times.
The Highlights and Potential Pitfalls of
ALPR Surveillance Cameras
I normally report to the membership about Association
projects that improve our ability to police. This article
is a little different, as I am passing along topical
information so that we are better informed to make
the proper decisions for our respective agencies.
Many police departments have adopted automated
license-plate readers (ALPR) and camera networks
to close cases quickly and deter crime. But recent
