EXECUTIVE DIRECTOR’S MESSAGE
Dear Members,
T he 112th Training and Education Conference in Lancaster
was a great event! We enjoyed tremendous participation, the
sharing of ideas, and the networking. It was wonderful to get
together again.
• We opened our conference on Sunday with an entertaining
comedy session with comedian Earl Reed.
• Monday’s business meeting featured the Honorable District
Attorney Tim Barker of York County.
• On Monday, Chief Jason Lando, City of Frederick, MD, opened
our training sessions with a presentation on ‘The Tree of Life
Pittsburgh Shooting”.
• On Tuesday, Pat Harvey, Campbell Durrant, P.C., led an
informative and important session on “Act 49 Status and
Year-Round Review of Bargaining Unit Contracts and the
Disciplinary Process.”
• On Tuesday afternoon, Edward Paskey, Esq., presented and
discussed “Artificial Intelligence and Policing: Avoiding the
Labor/Employment Pitfalls”.
• We closed our training on Wednesday with Paul D. Kreps Esq.,
Marshall Dennehey. Paul did an excellent job discussing “5
Things that Get Officers in Trouble (Civil Rights Suits)”.
• The 112th conference exhibitor hall was again sold out. Our
vendors and partners were outstanding. A lot of great products
and services were on display.
We honored outgoing president Michael Vogel of the Allegheny
County Housing Authority Police Department (West). We welcomed
Chief David Lash of the Northern York Regional Police Department
(Central) as the Association’s 112th president. The Honorable Judge
Jason Loper Administered the Oath of Office. Judge Loper is a
former PCPA Executive Board member. Guy Hettinger, the retired
Chief in Penn Township and former PCPA Executive Board Member,
did a wonderful job as our Master of Ceremonies, and the Honorable
David Sunday, the Attorney General for the Commonwealth of
Pennsylvania, delivered a fantastic message to over 200 attendees.
We recognized 5 new departments in Pennsylvania for achieving
accredited status.
The Association's Executive Board, our membership, and the
Association's staff would like to thank Chief Vogel for his tremendous
leadership. In addition to managing a highly professional policing
