Kelly Barber, PE
Kelly is currently the systems management division chief in the Pennsylvania Department of Transportation’s Bureau of Construction and Materials. She earned a Master of Engineering in engineering science and Bachelor of Science from Penn State University, and is a licensed Professional Engineer.
Robert “Bob” Bathurst, PE, MSIA, D.WRE, LEED AP®
Bob is a principal at Century Engineering in Hunt Valley, Maryland. He graduated from Drexel University with a Bachelor of Science in civil engineering and a Master of Science in industrial administration from Carnegie Mellon University. He has advanced education in civil engineering with specialization in water resources and has testified as an expert witness in matters regarding stormwater management throughout the course of
his 31-year career. Bob holds D.WRE Board Certification from the American Academy of Water Resources Engineers (the highest level of advanced post-license certification offered in the water resources engineering profession for professional engineers) and holds Professional Engineer licenses in Maryland, Pennsylvania, Washington, D.C., and West Virginia. He has served as a consultant to the Maryland Department of the Environment Water & Science Administration since 2002 and City of Baltimore’s Office of Plans Review and Inspections since 2004.
Melissa Batula, PE
Melissa was appointed the Pennsylvania Department of Transportation’s acting executive deputy secretary in March 2021, after serving as the first female deputy secretary for Highway Administration since January 2020. She is proud to join over 11,000 dedicated staff members who share her commitment to serving the transportation needs of citizens across the commonwealth. Melissa’s role includes overseeing investments in PennDOT assets, ensuring quality and safety across the department, and advancing innovative strategies to solve Pennsylvania’s 21st century transportation challenges. She is adept at building strong relationships with industry
and governmental partners and is committed to helping to guide the department in successfully carrying out its mission.
Melissa began her career in the private sector, where, from 1987 to 2006, her role grew and developed from a draftsperson to a senior design engineer. She joined PennDOT in 2006 as a senior civil engineer, where she has progressed through the department in various management positions. She is a Professional Engineer, and holds a Bachelor of Science in business administration with a focus in organizational leadership.
