William Boak
Bill practices in McNees Wallace & Nurick’s Labor and Employment Group. He is an experienced litigation attorney, representing employers before federal and state courts and administrative agencies, including the Pennsylvania Human Relations Commission. He defends employers against claims of discrimination and violations of wage and hour laws and the FMLA. He also counsels employers on day-to-day employment matters, policies and procedures,
and handbooks. Bill’s practice also includes traditional labor matters. He represents employers before the National Labor Relations Board and assists them during union organizing campaigns. Bill also advises employers on non- compete agreements and other post-employment restrictive covenants and,
as a member of his firm’s Injunction Group, handles matters to enforce non- competes and restrictive covenants.
Bill received his undergraduate degree from Temple University in 2003; his
law degree from Widener University School of Law in 2006; and his Master of Business Administration from Rutgers Business School in 2013. Before entering the private practice of law, Bill was a law clerk to the Hon. Thomas I. Vanaskie of the U.S. District Court for the Middle District of Pennsylvania. He is licensed to practice law in Pennsylvania and New Jersey.
Mark Compton
Mark began serving as chief executive officer of the Pennsylvania Turnpike Commission in February 2013. A professional with more than two decades
of public- and private-sector experience in transportation, administration, government affairs, and construction, he holds a Bachelor of Science from Penn State University. He previously served as the Pennsylvania Department of Transportation’s deputy secretary of administration, overseeing eight bureaus within the agency. Before joining PennDOT, Mark was director of government affairs for American Infrastructure, a heavy civil construction company in Worcester, Pennsylvania. Prior to that, he worked in various public and private operations, focusing largely on transportation, construction, and economic development. Mark has been an active participant in the International Bridge, Tunnel and Turnpike Association (IBTTA). Since 2015, he has served on IBTTA’s board of directors and is currently serving as IBTTA’s president.
Anthony Dougherty, PE
Tony serves as a vice president for Traffic Planning and Design, Inc. and sits on the firm’s board of directors. He is also responsible for managing the firm’s Construction Services Department. Tony has over 26 years of experience and received a Bachelor of Science in civil engineering from Penn State University and his Master of Science in civil engineering from Villanova University. He is
also currently serving as the chair of the ACEC/PA Safety Task Force.
