HB2543 An Act amending Titles 2 (Administrative Law and Procedure) and 42 (Judiciary and Judicial
Procedure) of the Pennsylvania Consolidated Statutes, in depositions and witnesses, further
providing for confidential communications to news reporters; and making editorial changes.

Summary (PN 3581) Amends Titles 2 (Administrative Law and Procedure) and 42 (Judiciary and Judicial
Procedure), in depositions and witnesses, further providing for confidential communications to
news reporters; and making editorial changes. Replaces language for news reporters to journalists.
Revises general rule providing no current or former journalist shall be required to disclose protected
information or the source of protected information in a legal proceeding, trial or investigation before
any government unit. Provides for an additional exception and defines “journalist” and “protected
information.” Effective in 60 days.

SB917 An Act amending Titles 30 (Fish) and 34 (Game) of the Pennsylvania Consolidated Statutes,
in fishing licenses, providing for law enforcement; and, in hunting and furtaking licenses,
further providing for resident license and fee exemptions and for license costs and fees.

Summary (PN 1849) Amends Titles 30 (Fish) and 34 (Game), in fishing licenses, providing for law
enforcement; and, in hunting and furtaking licenses, further providing for resident license and fee
exemptions and for license costs and fees. Provides that the commission or a county treasurer
issues one annual resident fishing license at a cost of one dollar to any person eligible under
Section 2701 (relating to resident fishing licenses) who provides documentation that the person is
employed as an officer in the state. Provides for law enforcement hunting licenses issued to any
person otherwise eligible who provides documentation that the person is employed in the state as
an officer. Establishes a law enforcement license cost at one dollar. Adds further definitions to the
titles, respectively. Effective in 60 days.

HB2539 An Act amending Title 61 (Prisons and Parole) of the Pennsylvania Consolidated Statutes, in
general administration relating to correctional institutions, providing for secure transport of
detained individuals or inmates.

Summary (PN 3576) Amends Title 61 (Prisons and Parole), in general administration relating to correctional
institutions, providing for secure transport of detained individuals or inmates with the use of a
safety seat belt system so long as it does not place the transporting officer or another individual
at risk of bodily injury or if the detained individual or inmate is being transported in a bus. Directs
the department to promulgate relevant regulations within 120 days of the effective date. Provides
definitions. Effective in 60 days.
