substantial portion of material that is harmful to minors on the website shall perform reasonable
age verification methods to verify the age of an individual accessing the publicly accessible Internet
website. Provides a commercial entity or third party that performs the required age verification
shall not retain identifying information of the individual accessing the publicly accessible Internet
website that contains material harmful to minors. Explains violations and exceptions. Effective in 90
days.

SB1310 An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, in rules of the
road in general, providing for private parking lots.

(PN 1863) Amends Title 75 (Vehicles), in rules of the road in general, providing for private parking
lots. Provides for the owner or operator of a private parking lot or the parking lot’s agents to
establish rules and rates that govern the parking of vehicles on private property. Provides for
legible and clearly visible signage. Requires any invoice for unpaid parking charges and fees for
violating the rules of the private property owner or operator to be placed on the vehicle or mailed to
the registered owner of the vehicle within 10 business days, providing for the securing of records
from the Department of Transportation. Allows the department to charge a reasonable fee for each
record request, not to exceed $1 in 2025, and further directs the department to establish a fixed
fee after January 1, 2026. Provides definitions. Effective in 120 days.

protection from abuse, further providing for commencement of proceedings.

Summary (PN 1888) Amends Title 23 (Domestic Relations), in protection from abuse, further providing
for commencement of proceedings. Provides for $25 of the $100 surcharge that is assessed
against the defendant to be distributed to an appropriate law enforcement agency that serves the
defendant with the order. Further provides for the county to forward to the Department of Human
Services for use for the victims of domestic violence. Directs the court to adopt a means of prompt
and effective service and order that the sheriff or appropriate law enforcement agency serve the
petition and order.
