• This is about encouraging the celebration of success, learning from failure and perhaps most importantly creating space for innovation. We have been working hard to partner across NCGI, the wider UK intelligence community and our international partners as the routine business at all levels.
• We are currently developing the training to upskill analysts, where they are required to increase data literacy and visualisation awareness. Then we need to recruit and develop specialists where required.
• And perhaps of most significance is to understand and exploit our current capabilities better, develop/acquire only when needed and organise for ourselves for Agile development.
In essence, it lots of small steps forward in terms of culture, people, process and technology development mindful of the end goal rather than some big bang approach. At the time of writing this article, we are planning on capitalising on the increased levels of individual learning and development occurring whilst people work from home, specifically in the areas demanded by AMOD.
NCGI Operating Model
Another area of development in the past 12 months has been the development of recommendations regarding a foundation operating model, focussed on the Defence Geographic Centre. The development has been vital in understanding and defining our processes with data as the core of our capability. We are currently taking this foundation operating model and applying it to the whole of NCGI. The diagram provides an overview of the data process and functions that we need to resource within the organisation, Fig 5. The intent is to apply this at to every business unit within NCGI, be that the Defence Geographic Centre, No1 AIDU the Imagery and Geospatial Analysts in the Pathfinder Building and the deployable elements held in 42 Engineer Regiment.

What is apparent is that there are functions that operate at the enterprise level, on behalf of NCGI as a whole, and then specifics within each unit. Those unit specifics will focus on the type of analytic processing conducted. The enterprise-level will undertake most of the collection and disseminate functions. Therefore, this operating model is centred around an enterprise data storage function at its core, and the grey halos indicate elements expected to have pan-NCGI functions and authorities, i.e. not specific to any one element. Governance and enabling functions top and tail the Direct, Collect, Process Disseminate functions.
Geo as a Platform (GaaP)
We are also making progress in the broader front, in terms of ensuring capability is available outside of NCGI to accept our revised operating model and services. We are involved in developing defence
