The process is the same as that in the preparation of national budget, wherein we also follow the budget process
or the four steps of the budget cycle

Though it is provided in the University Charter that the financial operation of the University is centralized at the main
campus, the management the has decentralized its fiscal operation to the different campuses except for those
campuses that do not have financial staff, for efficiency and economy. Another reason for decentralizing said
operation is because of the geographical location of these campuses from the main campus.
