                        The institution has an efficient and effective procurement and supply management system.
                        The institutions procurement transactions are transparent.

               4.  BEST PRACTICES

                       1.  Efficient and effective implementation of R.A. 9184 (procurement reform act)
                       2.  Strict implementation of posting to PHILGEPS for wider dissemination to qualified supplier/bidder.

                       3.  Strict implementation of the annual procurement plan and project procurement management plan-
                          no app-no purchases policy.

                       4.  Creation of positions/designations for BAC, BAC secretariat and technical working group (TWG).

                       5.  Automated inventory system is established.
                       6.  Stores repairable equipment.

                       7.  Properly disposes of unserviceable properties.
                       8.  Creation  of  University  committee  that  serves  as  “observer”  during  bidding  to  ensure  that

                          transactions are transparent.
