not just to turn out their base but also to win as many second- and third-choice votes as possible and build an alliance.
Finally, boosters argue that introducing RCV limits the efficacy and, therefore, the amount of money spent by single-issue cam- paign groups because they often finance negative ads. In theory, RCV elections will more often be won by candidates broadly ac- ceptable to most voters.
In Chicago, we have been forced to suffer through a second election cycle with the candidates slinging mud by the barrel. This race will be the only one on the ballot; therefore, there are no other races that may have otherwise compelled a voter to head to the polling place.
Benefits of a ranking system
With RCV, a jurisdiction can get the benefit of two rounds of voting in a single, more representative, higher turnout election. Essentially, it is an instant runoff, which would save our city a lot of money in eliminating the cost of a second election.
Another benefit would be protecting the right to vote for men and women serving overseas in the armed forces or living abroad. In Chicago, deployed military and other overseas voters will be forced to cast a second ballot. International mail takes time, so military and overseas voters may not have time to receive, com- plete and return a runoff ballot before the day of the election.
With RCV ballots, a military or overseas voter can vote in the first round and then rank their backup candidates. Then, when the runoff occurs, the ranked ballot is counted for whichever can- didate in the runoff the overseas voter ranked highest.
Historically, Chicagoans have been actively engaged in their politics. This has changed somewhat over the last decade or so. Anything that could simplify the voting process and result in less public disdain for the political process, if not politicians them- selves, is worth a look.
