                                        (1)  Supervise and manage teaching and learning of the students in the
                                           program
                                        (2)  Plan and monitor quality control and evaluate program management
                                        (3)  Develop and improve curriculum to be updated
                                        (4)  Teach courses in the program
                                        (5)  Perform other duties required by this regulation or assigned by the dean.

                                28.2 The higher graduate diploma
                                There must be at least 5 lecturers in charge of the program
                                Qualifications of lecturers in charge of the program:
                                        (1)  Be a full-time lecturer who is a program lecturer

                                        (2)  Hold a doctorate degree or equivalent or a master's degree or equivalent
                                           with the title of professor
                                        (3)  Have 3 pieces of academic work in the past 5 years that are not a part of
                                           conferred degree titles. At least 1 piece of works is research; the work
                                           must be published in accordance with the criteria for the appointment of
                                           academic titles.
                                In the case that the program has difficulty recruiting lecturers in charge of the
                                program, or there are less than 10 students in the program, alternate qualifications
                                and numbers of the lecturers in charge of the program must be proposed to the
                                school committee, the academic council, the university council and the Office of
                                Higher Education Commission.

                                28.3 The master’s programs

                                There must be at least 3 lecturers in charge of the program
                                Qualifications of lecturers in charge of the program:
                                        (1)  Be a full-time lecturer who is a program lecturer
                                        (2)  Hold a doctorate degree or equivalent or a master's degree or equivalent
                                           with the title of associate professor
                                        (3)  Have 3 pieces of academic work in the past 5 years that are not a part of
                                           conferred degree titles. At least 1 piece of works is research; the work
                                           must be published in accordance with the criteria for the appointment of
                                           academic titles.

                                In the case that the program has difficulty recruiting lecturers in charge of the
