Glen H. McLaughlin served as the Executive Director of the Texas Police Association from 1960
until 1988. He had a distinguished career of service with the Department of Public Safety and
championed the State Law that created the Texas Commission on Law Enforcement Officer
Standards and Education (TCLEOSE, now TCOLE). In his honor, the Texas Police Association
created the Glen H. McLaughlin Memorial Foundation to provide training scholarships of up to
$1.000.00 to law enforcement officers who otherwise might be financially unable to attend a
particular training program offered by the Association.

Scholarship Recipient Sergeant Eric Weber, from the UT System San Antonio Police Department,
has served with that agency for 16 years and 5 months.
Scholarship Recipient Sergeant Megan Fennesy, from the Cibolo Police Department, has served
with that agency for 1 month. Cibolo Police Department has been a TPA Agency Affiliate member
since 1999.

Scholarship Recipient Lieutenant Jose Morales, Jr., from the Dumas Police Department, has served
with that agency for 9 years and 2 months. Dumas Police Department has been a TPA Agency
Affiliate member since 1999.

These McLaughlin Scholarship Recipients applied to attend the 2023b Law Enforcement
Leadership Conference and were approved unanimously by the TPA Executive Committee.
