                       students in rural areas.
                     Lack of a coherent rural digitization program

                     impossibility of ensuring connection costs to the E-Learning
                       platform in rural areas


               As we have the ability to talk to Governments in Africa, and being an
               actor in the ICT/Telecommunication field, we may overcome these

               hurdles, as following:


                     Advertising in pan-African journals which countries have already
                       embarked on the project, thus creating a climate of competition.
                     Describing the progress of the project in each country, giving
                       progressively the rate of internet penetration in the country.

                     providing for rewards by ranking in the completion of the project
                     asking the NGOs of the African continent to participate in the
                       provision of technical equipment in rural areas

                     Asking elected officials from different rural areas to equip their
                       schools
                     Encouraging different countries to request assistance from

                       UNESCO, the World Bank and Regional Institutions.
                     Informing governments of the advancement of space technology
                       and its impact on the development of their various countries.
