 An infinitive phrase consists of an infinitive and all the words related to the infinitive.
Infinitive phrases are used as nouns, adjectives, or adverbs.
Examples
Midas plan was to bequeath all his fortune to his daughter.
The infinitive phrase to bequeath all his fortune to his daughter is used as a
predicate nominative.
His refusal to touch things puzzled Marygold.
The infinitive phrase to touch things is used as an adjective.
He was ready to give his fortune.
The infinitive phrase to give his fortune is used as an adverb; it is modifying the adjective ready.
