Referendum Update
On November 4, 2014, Joliet Park District voters approved a 19.5 million dollar bond measure to address a number of projects. Among the priorities: road repairs at Pilcher Park, renovating twenty two community parks throughout Joliet, safety and security updates at various parks and facilities, a comprehensive reforestry program, updated lighting at Joliet Memorial Stadium, an indoor training facility and a community center on the east side.
We went right to work the morning after the referendum was approved, and we’ve made great progress in less than one year.
The District sold the first $9,605,000 of bonds on January 21, 2015 in a near record low interest rate environment. Due to this positive result, the current estimated tax impact for the residents looks to be lower than what was projected prior to the election. These proceeds will fund the first set of projects with another bond issuance planned for early 2016.
Renovations to six community parks (Rockdale Playground, Paul E. Briese Park, Gottschalg Park, Crombie Park, Art Schultz Park, and Legion Park) will be completed by the end of 2015. Two additional parks (Garnsey and Heggie) required extra engineering and will be completed in early 2016. Tentatively we have five parks scheduled for completion by the end of 2016: Shimshok Park, Barr Park, Manningdale Playground, Oak Valley Park, and Marquette Park. We’re right on schedule to update 14 community parks within the first two years!
We’ve also made great progress on the east side community center. After holding three community meetings to gather input from residents, the Joliet Park District Board of Commissioners approved the design for a multi-use facility at Nowell Park, featuring a field house with field turf and portable basketball courts, fitness center and community rooms. Designs for Pilcher Park road repairs were approved this summer. The new plan calls for repaved roads, added trails, improved security measures, and additional parking lots. Weather permitting, we are hopeful the new roads will be driveable by summer 2016.
ATI Field at Joliet Memorial Stadium has brand new lights, just in time for the fall sports season. This project was completed right on budget, and the difference is amazing. Joliet Memorial Stadium is 64 years old, and we take pride in keeping it in great shape for future generations.
