E. The flow of communication among and within

units/departments are open and observed.

The flow of communication is generally top-down following the

organizational hierarchy. However, the bottom-up flow of

communication is also adopted for proposals/requests/concerns coming

from the colleges/offices/units like recruitment of personnel based on

need analysis, requisition of equipment, supplies and materials, etc.
