Addressing Civilian Personnel Shortages
A significant concern across all visited units was the impact of recent civilian personnel losses due
to the Deferred Resignation Program (DRP) and ongoing hiring freezes. The lack of Army Reserve
Administrators (ARAs) and key FTS personnel is affecting unit readiness and administrative
capacity—a challenge Finance Corps leadership is actively working to address.
