Port Tampa Bay CEO Elected Chairman Of Florida Ports Council
Port Tampa Bay Presi- dent and CEO Paul Ander- son has been elected chairman of the Florida Ports Council, an association of the state’s 15 public sea- ports, headquartered in Tal- lahassee. The association represents the voice of the
port industry in Florida and provides leadership, on both the state and federal levels, in key initiatives that bolster the state’s maritime interests and seaborne trade, domes- tically and internationally.

Governor Appoints Black To County Court Bench

Governor Rick Scott
recently appointed two mem- bers to the 13th Judicial Sys- tem. Both will serve in Hillsborough County.
Governor Scott ap- pointed Lt. Col. Daryl Manning to serve on the Hillsborough County Court. Lt. Col. Manning, an African American, will fill the vacancy created by the ap- pointment of Judge Christopher Nash to the Circuit Court.
“Throughout his career, Daryl has honorably served Florida as a member of the U. S. Military and as an Assis- tant Attorney General. I am confident he will do a great job on the Hillsborough County Court,” Governor Scott said.
Lt. Col Manning, 49, of the U. S. Army, has served as both Judge Advocate for the Army and Assistant Attorney General in the Tampa Attor- ney General’s Office since

1999. He received his Bache- lor’s Degree from the Univer- sity of South Carolina. He continued his education at St. John’s University School of Law, where he earned his law degree. Lt. Col. Manning received his Master of Laws Degree from the Army JAG School.
He will join five other African Americans in the 13th Judicial System.
Judge Kim Hernandez Vance was appointed to the Thirteenth Circuit Court. Judge Vance has served as a Hillsborough County Court since 2014. Previously a Shareholder with GrayRobin- son, P.A. and other firms, Judge Vance, 54, earned her Bachelor’s Degree from the University of West Florida and her law degree from Stetson University.
She was appointed to fill a vacancy created by the resig- nation of Judge Bernard Charles Silver.
