Victim Shot During Quarrel With Another Man Dies
Teens Recorded And Laughed At Drowning Man
A 35-year-old Tampa man was transported to a local hospital after being shot several times. He died as a result of his injuries.
According to the Tampa Police Department, officers responded to a report of shots being fired in the area of E. 93rd Avenue Thursday afternoon. When officers ar- rived in the area, they dis- covered Antwan S. Dixon on the ground near a vehi- cle. He had been shot sev- eral times. Dixon died after arriving at the hospital.

the case learned that Dixon was in the area of E. 93rd Av-
enue near 9th Street, when he became engaged in an ar- gument with another man. At some point after the two exchanged words, the man allegedly shot Dixon sev- eral times and fled the scene.
Police said the shooting does not appear to be ran- dom and police have reason to believe Dixon and the gunman knew each other.
No arrests have been made. However, police said they have “promising leads and the investigation is con- tinuing.
COCOA —- Five Florida teenage boys who taunted a drowning man while filming his death from afar will not be criminally charged, ac- cording to police.
In the more than two- minute long video, the five teen boys — who are be- tween the ages of 14 and 16 — can be heard laughing as the man struggles to stay afloat, police say, in a pond near his family’s Cocoa, Florida, home.
The names have not been released because they are ju- veniles who committed no crime, police said.
Instead of calling for help, the teens recorded the incident on a cell phone, chuckling during the victim’s final moments.
The teens can be heard warning the man that he was “going to die” and they were not going to help him. At one point, one of the teen boys can be heard laughing, say- ing “he dead.”
The state of Florida cur- rently does not have a law where a citizen is obligated to render aid or call for help for anyone in distress.
“If there was (a law like that) we would charge them,” Cocoa Police Depart- ment spokeswoman Yvonne Martinez said.
“The family is frustrated ... the detectives are frus- trated, that we cannot hold anyone accountable for this,”

Martinez added. “No one deserves to go like that.”
The teens showed no re- morse over drowning death
Police say the incident happened on July 9, but even after the teens recorded the video and witnessed the man drown, they did nothing to alert authorities.
The family of the victim, identified as 31-year-old Jamel Dunn, initially filed a missing person’s report on July 12, three days after he had already drowned. His body was recovered from the water on July 14.
The medical examiner has determined the cause of death was drowning and Cocoa Police Detectives con- tinue to investigate the inci- dent.
Detectives will wait for toxicology results to deter- mine if there were any con- tributing factors that may have caused his death.
Woman Indicted On Tax Fraud Charges
Last week, a Tampa woman was arrested after an indictment was unsealed. She was charged with five counts of wire fraud and ag- gravated identity theft.
According to a press re- lease, Ms. Samika Garcia was indicted on July 6, 2017.
She made her initial appear- ance in court last Thursday and was released on bond.
According to the indict- ment, Ms. Garcia electroni- cally filed false federal income tax returns in the names of others and claimed tax refunds. The refunds
were deposited on debit cards in the names of the per- sons used in the scam. She was also found in possession of detailed ledgers containing the personal information of individuals.
No trial date has been set for Ms. Garcia.
Burglary Suspect Dies After Being Struck By Car
A Largo man died after being struck by a car. Fur- ther investigation has led police to believe the man was a suspect in a vehicle burglary prior to the acci- dent.
Pinellas County deputies responded to a traffic acci- dent involving a pedestrian on Ulmerton Road and 62nd Street about 11:30 p.m. Sat- urday. The man, identified as 55-year-old Donald P. Sands, died as a result of his injuries.
During the investigation, police learned that Sands

had allegedly ran from a ve- hicle burglary in which he
had committed before being struck by the car.
Cpl. Chris Platt discov- ered Sands lying on the side of the road and administered first aid. When fire rescue arrived, they pronounced Sands dead.
Police learned that Chad McLaughlin was driving a 2017 Cadillac CTS when he hit something. McLaugh- lin turned around and made contact with police. While waiting for the Florida High- way Patrol to arrive and in- vestigate the accident, police learned that Sands had al- legedly broken into a vehicle belonging to Ms. Shelby Slocumb, and fled the scene. Ms. Slocumb told deputies she had initially chased Sands on foot and lost sight of him.
