Justice Department To Launch Investigation Into Louisville PD's Policing Practices
Harris Says She Had Key Role In Biden's Afghanistan Withdrawal Decision

    Attorney General Merrick Garland announced a "pat- tern or practice" investiga- tion Monday into the Louisville, Kentucky, Metro Police Department, which has faced intense scrutiny and criticism in the 13 months since officers killed Breonna Taylor in her own apartment as they served a "no-knock" warrant.
"Today, the Justice Depart- ment is opening a civil inves- tigation into the Louisville-Jefferson County Metro Government and the Louisville Metro Police De- partment to determine whether LMPD engages in a pattern or practice of viola- tions of the Constitution or federal law," Garland said at a news conference.

"The investigation will as- sess whether LMPD engages in a pattern or practice of using unreasonable force, in- cluding with respect to peo-
ple involved in peaceful, ex- pressive activities. It will de- termine whether LMPD engages in unconstitutional stops, searches and seizures, as well as whether the de- partment unlawfully executes search warrants on private homes," Garland said.
"It will also assess whether LMPD engages in discrimi- natory conduct on the basis of race or fails to provide public services that comply with the Americans with Dis- ability Act. Investigation will include comprehensive re- view of the Louisville police department's policies and training. It will also assess the effectiveness of LMPD supervision of officers and systems of accountability," he said.
Vice President Kamala Harris confirmed Sunday that she was the last person in the room before President Joe Biden made the decision to pull all U. S. troops out of Afghanistan.
In an interview with CNN’s Dana Bash on “State of the Union,” Harris was asked about being the last person in the room regarding major de- cisions, something that Biden has said is important to him in his working relationship with the vice president. Harris confirmed that was the case regarding the move to pull U.
S. troops out of Afghanistan by Sept. 11.
The decision to pull all U. S. troops out of Afghanistan was announced earlier this month. American troops have been in Afghanistan since October 2001, when the U. S. invaded in response to the 9/11 attacks the previous month.
“This is a president who has an extraordinary amount of courage,” she said, regarding the decision. “He is someone, who I have seen over and over again, make decisions based on what he truly believes ... is the right thing to do.”
      Six States To Gain House Seats As Population Growth Slows
Six states will see their con- gressional delegations grow in the next Congress while seven states will each lose a seat, ac- cording to the first results from the U. S. Census Bu- reau’s decennial survey of America’s population.
Texas is set to add two U.S. House seats to its delegation after a decade in which the state added more than 4 mil- lion new residents.
Colorado, Florida, North Carolina and Oregon will each add one more seat. Montana will also add a district, its sec- ond in total, coming 30 years after it lost that second seat in a previous round of appor- tionment.
The states losing seats are almost all in the Rust Belt. Illinois, New York, Ohio and Pennsylvania will all lose a single seat, extending losing streaks that date back to the
years before and after World War II. Michigan will lose a seat for the fifth consecutive census.
West Virginia will also lose a seat, lowering its congres- sional delegation to two seats beginning in the next Con- gress. Its population declined by a larger share than any other state over the past decade, shrinking by 3.2 per- centage points.
And for the first time since it joined the Union, Califor- nia’s congressional delegation will shrink by one seat.
The critics stated that the Trump Administration is the reason for the misinformation of the Census report. A spokesman on the Rachel Maddox show said "the Blacks, Hispanics and Asians have increased over whites. This report of gaining seats are false."
