Man Faces Attempted Sexual Battery, Kidnapping Charges
Treatment Facility Owner Pleads Guilty To Health Care Fraud

A 27-year-old man has been arrested and charged with two felonies. The incident lead- ing to the arrest took place Thursday night.
According to the Hillsbor- ough County Sheriff’s Office at 11:47 p.m., Torrance Peter- son was found by an employee inside the women’s restroom at WaWa, 2604 S. Highway 301. He was asked to leave the busi- ness by employees, which he did.
At the same time, the vic- tim, an adult female customer observed Peterson standing outside of the WaWa, with his penis exposed, masturbating and watching her.
The victim immediately en- tered her vehicle and left the parking lot. She then noticed an SUV, dark in color, follow- ing her out of the parking lot.

The victim drove to her apartment complex and upon exiting her vehicle, noticed the same dark-colored SUV parked inside the complex near where she parked her car. The victim then observed Peterson exit the SUV, but then lost sight of him. As the victim walked to her apartment, Peterson al- legedly approached her from behind and forcefully grabbed the victim around her neck all while having his penis exposed.
The woman was able to de- fend herself and escaped. She then notified police.
Peterson was located and taken into custody. He is known to drive two vehicles.

A 34-year-old St. Peters- burg man has pleaded guilty to health care fraud. A sentencing date has not been set.
According to court docu- ments, in April 2011, Marcus Anderson opened a treatment facility that offered counseling services in St. Petersburg.

than $1.2 million in false and fraudulent claims to the Florida Medicaid program and related managed care organizations.

The bogus claims also in- cluded services that patients had never even received. An- derson falsely claimed that some patients had received counseling and related services at his treatment facility, when he knew the patients were not there.
Some patients were hospi- talized or in residential living facilities when Anderson falsely claiming they were in his care. The treatment facility was closed in 2018.

According to the Pinellas County Sheriff’s Office, the unidentified 65-year-old victim was walking on the sidewalk in front of the Public Storage, 16079 U. S. Highway 19, North, with another man around 1:30 a.m., Saturday.
The two men were walking when they were approached by a man who yelled he wanted to kill somebody and that the two men needed to clear the sidewalk. As the men were clearing the side- walk, the victim tripped and fell. At that point, the third man, later identified as William Junior Lumar, began stabbing him. Lumar then fled the scene on foot.
The victim was transported to a local hospital with life- threatening injuries. The victim was listed in critical condition. He told police he did not know his attacker.
Lumar was located shortly before 3 a.m., and taken into custody. He was found with blood on his clothing and in pos- session of a knife with blood on it.
Lumar was positively iden- tified as the person who stabbed the 65-year-old victim. Lumar denied having been involved in the stabbing, police said.
He was charged with at- tempted first-degree murder.
Three people have been ar- rested and charged in connec- tion with the death of a man. The incident took place in Win- ter Haven.
According to the Polk County Sheriff’s Office, two women and a man were arrested for the roles they played in the death.
The body of Greg Shull, 55, of Winter Haven was found in the Eloise area of Winter Haven on the morning of April 29th.
Detectives found Shull in a homeless camp within the wooded area near 2nd Street North and 2nd Terrace.
Detectives arrested 43-year- old Stacy Testerman, who was living with Shull for about the past two months; 34-year- old Shadria “Shay” Pinkston, who was Tester- man’s girlfriend; and 63-year- old Norman Pinkston, Sr., Shay’s father.
The three confessed to de- tectives on Thursday that they were involved.
The events began Tuesday at 10 p.m., when Shay Pinkston was released from the Polk County Jail. Her father picked her up and drove her to the camp in Eloise. There, Shay walked alone to where Shull and Testerman were living, and she confronted Shull about him allegedly beating Tester-
An argument began and as the two women were about to leave, Shay Pinkston allegedly shot at Shull twice, using the gun her father handed her ear- lier for protection.
Shull was struck once in the back, near his right shoulder blade.
The women left Shull be- hind and returned to Mr. Pinkston and his vehicle.
During the interviews, Testerman and Norman Pinkston repeatedly tried to mislead detectives, police said.
Shadria “Shay” Pinkston was charged with second-degree murder; Stacy Testerman was charged with accessory after the fact; and Norman Pinkston was charged with giving false infor- mation to a law enforcement of- ficer during a felony investigation.
Shay Pinkston’s prior criminal history consists of 5 felonies and 6 misdemeanors, including arrests for larceny, possession of burglary tools, drug possession, and hit and run.
Stacy Testerman’s prior criminal history consists of 3 felonies and 2 misdemeanors, including arrests for larceny, possession of burglary tools, and drug possession.
