Ex-FDOT Worker And Husband Accused Of $370,000 Theft
The U. S. Attorney’s Of- fice for the Middle District of Florida has indicted a couple in connection with the theft of more than $370,000. The wife is a former employee of the Florida Department of Transportation.
According to a press re- lease, Mrs. Tracy “Dean” Tronco, 51, and her hus- band, Alejo Tronco-Diaz, 50, both of Lakeland, were indicted by a federal grand jury. They are facing one count of mail of fraud, con- spiracy to commit federal program theft, one count of mail fraud, and two counts of federal program theft.
According to the indict- ment, Mrs. Tronco was employed as a Transit Coor- dinator and Passenger Oper- ations Specialist at FDOT, District 7, from May 2010 through August 2015.
Her responsibilities in- cluded administering trans- portation projects and funds to benefit Florida residents. As part of her responsibili- ties, she awarded federal grant funds provided by FDOT.
The indictment states that she married her hus- band in 2012, and that he was an FDOT grant applicant who operated the Ministerio A. Gran Voz De Trompeta Campus, Inc., Church. The church reportedly provided transportation services to underserved populations, such as the elderly, disabled,
or unemployed.
The indictment alleges
that Mrs. Tronco used her position to award more than $370,000 in federal funds to the church and another min- istry in partnership with the church to provide trans- portation.
The indictment also al- leges that the grant money was earmarked to be used to purchase and renovate a commercial property in Hillsborough County, to pro- vide job and transportation– related services, the purchase of 3 new vehicles, and to re- imburse the operation’s vehi- cle maintenance cost.
However, the press re- lease stated, the money and vehicles were not used for the purpose stated in the grant paperwork. The couple and their co-conspirators al- legedly kept the money.
The indictment stated that Mrs. Tronco also failed to disclose her per- sonal relationship with her husband to FDOT, which constituted a conflict of in- terest that would have pre- vented her from handling the awards.
She resigned from FDOT on April 27, 2016.
If convicted, each is fac- ing a maximum sentence of 5 years in federal prison for the conspiracy charge, up to 20 years in prison on the mail fraud charge, and up to 10 years in prison on each charge of theft of a program.
