Re: Miracle Walk Project
A Pre-Bid Conference will be held on Friday, December 17, 2021 at 9:30 a.m. at the above location. Attendance at the pre-bid conference is mandatory to submit a bid. A site inspection tour will be conducted directly following the conference.
The base project construction will include rehabilitating and renovation at the Campus Property consisting of 3 permanent buildings comprised of a residential dorm/home, dining hall, and offices. Additional work will be considered via Add Alternates defined in the RFP/Plans/ Specs. All work shall be in accordance with the U.S. Department of Housing and Urban Development (HUD), Florida State Statutes, and other applicable laws.
Request for Proposal (RFP) Documents, including Plans/Specifications may be obtained from the Owner’s Representative via email requesting electronic formats of said RFP. Interested parties shall contact: Richard Waterhouse, Principal – Aquacasa Studios / waterhousesing@gmail.com / (813) 833- 2127.
Certified Bids will be received by the Owner’s Representative via email at waterhousesing@gmail.com, until 2:00 p.m. on January 21, 2021.
A bid bond in the amount of 5% of bid will be required to be submitted with the bid. A payment & performance bond in the amount of 100% of bid will be required. The contractor shall examine the construction site and immediately report anything that they discover that is contrary to local codes, ordinances, laws, regulations, statues, or zoning.
MOCDC reserves the right to reject any or all bids and has the discretion to request contractor’s work history. Bidders must certify that they, nor their principals, are not presently debarred, suspended, proposed, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal Government department. The bid preference must be in accordance with F.S. 287.087 businesses with drug free workplace programs. The vendor is encouraged to utilize certified MBE’s subcontractors. The bidder must agree to comply with the Davis-Bacon Act (24 CFR Part 75 and 2 CFR Part 200) affirmative action plan and the 2 CFR Part 200. The project is subject to HUD’s Section 3 requirements. Section 3 is a legislative directive providing preference to low and very low income residents of the local community, and the businesses that substantially employ these persons for new employment, training, and contracting opportunities resulting from government funded projects. The contractor shall abide by Equal Opportunity of Employment and non-discrimination in the workplace. The wage decision for this contract will utilize one or all the following: Wage Decision # FL20210208 (Building); dated 10/01/2021 / Mod 5. In accordance with the Copeland-Anti Kickback Act that requires workers be paid weekly, deductions permissible, and contractors submit certified payrolls weekly.
