Tampa Woman Charged In Murder-For-Hire Plot
Woman Charged
    A Tampa woman was taken into custody last Friday and charged in a murder-for-hire plot. She was booked into the Pinellas County Jail.
Ms. DeAnna Marie Stin- son, 50, was arrested by federal criminal complaint and charged with soliciting a crime of vio- lence and murder-for-hire. If convicted on all counts, Ms. Stinson faces a maximum penalty of 10 years in federal prison.
According to the criminal complaint, on June 24, 2021, Ms. Stinson created an ac- count on a dark web website (“The Website”) that is reported to provide murder-for-hire serv- ices to its customers. On June 25, 2021, Ms. Stinson submit- ted an “order” requesting that a hitman be assigned to complete a “quick hit in southern Florida” to kill the spouse of her former significant other.
In the order, Ms. Stinson provided the victim’s name, ad- dress, and a photograph of the Victim. Between June and July 2021, Ms. Stinson sent four additional orders and over $12,000 in Bitcoin to effect the
requested that the administra- tors “reassign the job to some- one who has a history of getting jobs done” because she “needed the job done ASAP.”
Law enforcement agents re- ceived information regarding Ms. Stinson’s criminal activity and obtained records from her virtual currency exchange ac- count. The records showed that Ms. Stinson had paid Bitcoin to The Website.
An agent contacted Ms. Stin- son while acting in an under- cover capacity as a hitman for The Website.
In a recorded phone call, Ms. Stinson confirmed that she wanted the victim killed and agreed to send additional money to the undercover agent via Bit- coin so that the transaction could not be traced.
On September 13, 2021, Ms. Stinson sent $350 in Bitcoin to the undercover agent so that the agent could purchase a revolver to commit the murder.
Ms. Stinson is reportedly an accountant and a member of Bible-Based Fellowship Non- Denominational Church on Ehrlich Road.

son repeatedly messaged ad- ministrators of The Website and purported hitmen, requesting that the “job” be completed as soon as possible, and even of- fered a “bonus” if the hit was completed by a specific date.

Rose Marie Hernandez- Rosa, 38, is being charged with second-degree homicide and tampering with evidence. She is a cafeteria worker at Cit- rus Ridge: A Civics Academy.
Officers arrived after 1:30 a.m. on Friday to find live-in boyfriend Joyssie Weayne Colon Candelaria, 34, lying in a puddle of blood in a bath- room at the Parkview Village apartment that he and Her- nandez-Rosa shared. Polk County Emergency Medical Services responded and pro- nounced Colon Candelaria dead before 2 a.m.
During the investigation, de- tectives found a single punc- ture wound to the left collarbone area. An autopsy revealed that Colon Cande- laria was fatally struck in an artery. Blood was also found throughout the bathroom, in- cluding on the walls and the bathtub.
Hernandez-Rosa initially claimed that she found Colon Candelaria lying face down before calling 9-1-1. She told detectives that Colon Cande- laria was a cocaine user, but denied ever seeing him use co- caine. None was found at the scene.
Hernandez-Rosa said the two were involved in a physi- cal altercation earlier in the

evening, but denied stabbing him until she was shown a pic- ture of the wound. Hernan- dez-Rosa then said that during the altercation, she had a pair of scissors in her hand and that's what she used to stab him. She told detectives that after the stabbing, she ran into her bedroom and locked the door.
Hernandez-Rosa gave several accounts of what she did with the scissors. She first said that they were in her bed- room before later claiming to have thrown them in a com- munity dumpster. The scissors were not found.
Colon Candelaria and Hernandez-Rosa have a history of domestic violence, which includes Colon Can- delaria being arrested in 2018.

Detectives with the Tampa Police Department launched a death investigation Monday. The incident took place at the Tampa Police and Fire Rescue Communications Center on E. Henry Avenue.
According to a release from the Tampa Fire Department, a deceased person was discovered inside his or her vehicle around 3 a.m. Monday. The cause of death has been determined as a self-inflicted gunshot wound.
Tampa Fire Chief Barbara Tripp said, “This morning, our Tampa Fire Rescue family suf- fered a loss within the Commu- nications Division. We are deeply saddened by this situa- tion. Our thoughts and prayers are with this individual’s family during this difficult time.
“While our steadfast team shares a great sense of sorrow, we remain committed to pro- viding service to the citizens of Tampa.”
She further said additional staff trained to deal with critical incidents remain on call to sup- port the employees.
The Fire Department has not released any additional infor- mation.
