Flint & Genesee Community Literacy Plan
Common Agenda
Our common vision is: 100% literacy through 100% community engagement. Our community will create a well-coordinated, integrated system for literacy service delivery. We will increase literacy levels through a well-managed network of organizations dedicated to the vision of 100% literacy and a belief that literacy is a basic human right for those of all ages and backgrounds.
We will have the mechanisms in place for people with limited literacy to gain the skills necessary to succeed in the workforce and for their families to move toward self-sufficiency and an improved quality of life. Theses mechanisms will be a life-long learning network that is coordinated by the Flint & Genesee Literacy Network.
This plan, developed by the community, further defines our common agenda.
Shared Measurement System
Goals & Indicators
The community level goals, listed on the next page, aggregate organizational performance data to identify if we, as a collaborative, are moving in the direction of raising literacy levels across our county.
The goal of performance measurement at the program level is to ensure effective and efficient use of resources in reaching learner outcomes and identify needs for strengthening services.
The goal at the learner level is to identify the success of the assessment, placement, and outcomes of learners in literacy programs.
Year 1 Performance Measurement Activities
o Recommend network-level goals and indicators to ensure uniformity of attributes that will lead to program and service excellence
o Identify sources of data required to track indicators over time
o Establish sharing agreements with owners of key data
o Recommend standardized ways to measure program participation and learner outcomes
within program types
o Support implementation of a central strategy tracking system for the purpose of
monitoring progress to promote program improvement.
o Utilize or develop effective infrastructure, data collection and evaluations, as well as
quality ratings and accreditation opportunities where applicable, to measure educational
gains systematically at program and community level
o Develop current and reliable data for decision making on priority locations for services
using mapped inventory of programs and services
o Provide regular reports on status of community-wide goals
