As the director of the Office of Workforce Development and Training (OWDT) within the Michigan Department of Health and Human Services (MDHHS), I am pleased to write this letter of recommendation for Meon Stubbs. Ms. Stubbs has worked for OWDT since May 16, 2016 in the position of Human Resource Manager 13. In that role she has consistently demonstrated excellence in leadership, adaptability, integrity, and change management.
Ms. Stubbs currently manages a professional staff of Human Resource Developers who train child welfare competencies to specialists providing services across the state in Michigan’s child welfare system. She has also managed leadership development and adult services training programs for OWDT. This role requires effective planning and coordination for training schedules, topics, and venues as well as collaboration with partners and field offices throughout the state. Ms. Stubbs is skilled at understanding and navigating the landscape of logistics, resources, goals, and constraints involved in delivering an effective training program to a statewide network. She has also built strong relationships with stakeholders and can be counted on to prioritize the needs of the field and the families they serve.
I deeply appreciate that Ms. Stubbs carries out her duties with the absolute highest integrity. She is able to meet challenges with innovation and creative thinking to ensure that OWDT goals and outcomes are met without compromising quality or deviating from core values. This makes her an exceptional leader whom staff are willing to invest in and it shows in the discretionary effort they consistently bring to their daily work.
Ms. Stubbs is also an important leader in OWDT’s equity work. She is an active member of our Race Equity team and frequently leads Cultural Awareness training, Women in Leadership workshops, and Race Equity Lunch and Learn sessions. Importantly, she also sets expectations and supports staff in incorporating a race equity lens into their training products and delivery methods.
Finally, Ms. Stubbs is exceptionally competent at change management. OWDT experiences frequent and significant change as the training unit for MDHHS field staff. As department administrations, resources, priorities, policies, and circumstances change, so do the training requirements and implications surrounding those factors.
Ms. Stubbs has an orientation toward innovation and has instilled that in her team. This has allowed OWDT to be highly agile and flexible in meeting the needs of the field and
