164                COSHH REGULATIONS


                            COSHH regulati ons applies to a wide range of substances and preparati ons (mixtures of two
                            or more substances) which have the potenti al to cause harm if they are ingested, inhaled, or
                            are absorbed by, or come into contact with, the skin, or other body membranes.
                            Substances hazardous to health can be defi ned as anything that is a biological agent, labelled
                            as being hazardous to health, included in the list of Exposure Limits, a substanti al quanti ty of
                            dust and anything else that is considered hazardous to health.
                            Many workplaces will have substances that could be hazardous to health, for example paint,
                            ink, glue and even some beauty products. There are many substances that can cause harm
                            to health but if used properly, almost never do. Substances may also have other dangerous
                            properti es e.g. substances could be fl ammable.

                        On the 28th November 2008 the European Council adopted the GHS regulation.    e publication followed on
                        the 31st December 2008 meaning that GHS could be applied from the 21st January 2009.
                         GHS and what it means to you

                       •  GHS - The Globally Harmonised System of Classifi cati on and Labelling of Chemicals addresses classifi cati on of
                       chemicals by types of hazards and proposes harmonised hazard communicati on elements, including labels and
                       safety data sheets. The GHS also provides a basis for harmonisati on of rules and regulati ons on chemicals
                       at nati onal, regional and worldwide level, an important factor also for trade facilitati on.
                       •  For the European Union the mandatory dates for the implementati on are set as below.
                       •  During the transiti on period between the publicati on of the European Directi ve and the eff ecti ve date for
                       Mixtures of Chemical Substances, both systems are permitt ed (HSID and GHS). In terms of labelling, HSID and
                       the GHS systems cannot be applied on the same box. The new regulati ons require companies to reassess their
                       classifi cati on and labelling systems.
