For a thousand years, people will need personal salvation just as they need it now. They will still be born
with a nature to sin and in need of redemption. The Holy Spirit must be and will be active in the lives of
these unregenerate people born in the millennium, by doing what He has always done in bringing people to
repentance and faith. This work of salvation is related to the Spirit in the case of Israel and the fulfillment of
her new covenant (Isa 59:21; Ezekiel 36:25-28; Zech. 12:10; 14:16). Yet, despite the Holy Spirit's work, there
will be those who reject Christ (Rev 20:7-9).

The Holy Spirit will also work during the Millennial Kingdom in the hearts of Israel. Isaiah 59:21 alludes
explicitly to this: “‘As for Me, this is My covenant with them,’ says the LORD: ‘My Spirit which is upon you’”
and Ezekiel 36:27 confirms, “I will put My Spirit within you.” According to Joel 2:28- 29, this relationship of
the Holy Spirit also includes His filling as well as indwelling, serving “as a permanent witness of the ‘covenant
of peace’ and the ‘covenant of eternity.’ The Holy Spirit will bring the blessings of the New Covenant,
including national restoration in the Promised Land, the writing of Scripture on the minds and hearts of all
Jews, pure worship, forgiveness of sins, and material prosperity to Israel as promised in Jeremiah 31:31-34.
