The ISU-IPAG Faculty are heavily engaged in the conduct of Citizen Satisfaction Index
Satisfaction (CSIS).
In 2014, the ISU Project Team has been tapped by the DILG for the conduct of CSIS in
Santiago City. This project aims to enhance community development towards the
improvement of local government services.
This research generally aims to gather citizens’ perspectives on the reach and quality
of basic public services in Santiago City along with the following service areas:
1. Health Programs and Services
2. Basic Education Programs and Services
3. Social Welfare Services
4. Governance and Response
5. Public Works and Infrastructure
6. Environmental management
7. Agricultural Support Services
8. Tourism Promotion;
The Project Team conducts the survey together with BAPA student field interviewers
which cover the following activities:
Survey (data gathering)
Data Processing
Report Writing
Utilization Conference where results are presented to LGU Officials
Conduct of meeting for the preparation of Citizens’ Priority Action Plan (Plan) – this
serves as a reference of the LGU in improving its service delivery
The Local Govt Unit and the local community benefited much from the conduct of the
CSIS. Results of the survey served as a reference for LGUs in improving service delivery for
their constituents.
After the survey, a Utilization Conference is conducted to present the results of the
citizen satisfaction survey. Immediately after the presentation of findings, a Citizens’ Priority
Action Plan (CPAP) is prepared by LGU with the guidance of DILG as witnessed by ISU.
This endeavor is expected not only to enhance community development and research
and extension programs but also used for the development of concrete and effective methods
geared towards the improvement of local government services.
In 2017, a re-round on the conduct of the Citizen Satisfaction Survey was conducted by
the Project Team to ascertain if there were improvements in the interventions made by the
LGU as a result of the survey that was conducted in 2014 which eventually helped them
prepared for Citizens’ Priority Action Plan (CPAP).
The preparation of CPAP is true to all LGUs covered by the CSIS.
