As per charter of the University, the Board of Regents shall have the authority to
appropriate and disburse its internal revenue subject to usual existing accounting,
budgeting and auditing rules and regulations. All income shall be deposited in an
authorized government depository bank and any expenses/obligations incurred shall be
withdrawn from the said account.

Income earned by each campus shall be withdrawn only after a supplemental budget
has been approved by the Board of Regents, hence no money shall be spent/withdrawn
from the depository account of the University without approved budget.

b) Revolving fund
Authorized under National Budget Circular No. 331 to implement LOI No. 872 on the
participation of government schools in the food production program of the national
government.
ISU was authorized to open a separate account for the operation of revolving fund
under 161 Account. Any income realized shall be deposited to the said account and any
expenses/obligations incurred shall be withdrawn from the said account.
