Since many hospitals in Israel are licensed to use homeopathic
remedies by the licensing authorities (which are equivalent to a beis
din for this purpose), in my humble opinion, a physician working
under their authority is not responsible to pay for damages caused by
an error. However, according to the view of the Menachem Meishiv, it
is not sufficient to be licensed by the secular authorities in order to be
exempt from paying, but one must be approved to practice by a beis
din as well.
In a number of places in the Tur and in the Shulchan Aruch the
term meod meod – extremely - is used, as pointed out by the Sema
