รัฐมนต่รีว่าการกระทรวงพิาณิชีย์ เห้็นชีอบผลการ พิิจารณาทบทวนฯ ประจําาปี 2566 ต่ามทีเสืนอเรียบร้อยแล้ว เมือเด้ือนกุมภาพิันธุ์ 2566 สืําาห้รับการด้ําาเนินการเพิือถอด้ ธุุรกิจบัญชีีสืาม (21) ออกจากบัญชีีท้ายพิระราชีบัญญัต่ิฯ จะ ต่้องด้ําาเนินกระบวนการต่ามกฎห้มายต่่อไป
โด้ยกรมพิัฒนาธุุรกิจการค์้าได้้นําาผลการทบทวนธุุรกิจ ทีจะนําาออกจากบัญชีีท้ายฯ ต่ังแต่่ปี 2562 จําานวน 8 ธุุรกิจ รวมกับผลการพิิจารณาทบทวนในปี 2566 อีกจําานวน 2 ธุุรกิจ มาจัด้ทําาเป็นร่างพิระราชีกฤษฎีกาแก้ไขประเภทธุุรกิจต่าม บัญชีีท้ายพิระราชีบัญญัต่ิการประกอบธุุรกิจของค์นต่่างด้้าว พิ.ศ. 2542 (ฉบับที ..) พิ.ศ. .... และร่างกฎกระทรวงกําาห้นด้ ธุุรกิจทีไม่ต่้องขออนุญาต่ในการประกอบธุุรกิจของค์นต่่างด้้าว พิ.ศ. .... รวมทังสืิน 10 ธุุรกิจ ด้ังนี
• ร่างพิระราชีกฤษฎีกาแก้ไขประเภทธุุรกิจต่าม บัญชีีท้ายพิระราชีบัญญัต่ิการประกอบธุุรกิจของค์นต่่างด้้าว พิ.ศ. 2542 (ฉบับที ..) พิ.ศ. .... มีจําานวน 1 ธุุรกิจ ได้้แก่
1) บัญชีีสืาม (13) การค์้าภายในเกียวกับผลิต่ภัณฑ์์ ห้รือผลิต่ผลทางการเกษต่รพิืนเมืองทียังไม่มี กฎห้มายห้า้ มไว้ ยกเวน้ การซอื ขายสืนิ ค์า้ เกษต่ร ล่วงห้น้าในศ้นย์ซือขายสืัญญาซือขายล่วงห้น้า โด้ยให้้สื่งมอบห้รือรับมอบสืินค์้าเกษต่ร ในค์ลังสืินค์้าทีศ้นย์ซือขายสืัญญาซือขาย ล่วงห้น้ากําาห้นด้
• ร่างกฎกระทรวงกําาห้นด้ธุุรกิจทีไม่ต่้องขออนุญาต่ ในการประกอบธุุรกิจของค์นต่่างด้้าว พิ.ศ. .... มีจําานวน 9 ธุุรกิจ ได้้แก่
1) ธุุรกิจบริการโทรค์มนาค์ม สืําาห้รับใบอนุญาต่ ประกอบกิจการโทรค์มนาค์มแบบทีห้นึง ได้้แก่ ใบอนุญาต่สืําาห้รับผ้้ประกอบกิจการ โทรค์มนาค์มทีไม่มีโค์รงข่ายโทรค์มนาค์มเป็น ของต่นเอง ต่ามกฎห้มายว่าด้้วยการประกอบ ธุุรกิจโทรค์มนาค์ม
2) ธุุรกิจศ้นย์บริห้ารเงิน ต่ามกฎห้มายว่าด้้วยการ ค์วบค์ุมแลกเปลียนเงิน

compete with foreign investors, including promoting equality between Thai business operators and foreign business operators. There is competition for quality services, and there are more options for investors to increase access to products and services.
The Commission proposed the results of the revision of the said businesses in 2023 to the Minister of Commerce. For the operation to remove businesses on list three (21) from the lists annexed to the Act must be proceeded with the legal process.
The Department of Business Development has brought the results of the 8 businesses from 2019, including the results of another 2 businesses reviewed in 2023, to be removed from the lists of annexed to the Act; to prepare a draft of Royal decree Amending Categories of Businesses in the lists annexed to the Foreign Business Act, B.E. 2542 (Edition ..) B.E. .... and a draft of Ministerial Regulations Prescribing Service Business Not Subject to Application for Foreign Business Permission, B.E. .... as a total of 10 businesses as follows:
• a draft of Royal decree Amending Categories of Businesses in the lists annexed to the Foreign Business Act, B.E. 2542 (Edition ..) B.E. ....; 1 business that is
1) List3(13)Internaltraderelatedtotraditional agricultural products of product not yet prohibited by law, except agricultural futures trading in the Agricultural Futures trading center by delivering or accepting delivery of agricultural products in the warehouse at the futures trading center.
• a draft of Ministerial Regulations Prescribing Service Business Not Subject to Application for Foreign Business Permission, B.E., 9 businesses that are
1) Telecommunication services for Business Type 1 that the business operators do not have their own telecommunication networks regarding the telecommunications business operation law
2)
Treasury Center Business, regarding the currency exchange law
