Learning Event Design – Outcomes Form
Course Title: Case Management

Purpose:
The Learning Event Design – Outcomes Form demonstrates the correlation between the needs
assessment and the learning outcomes. The form is derived from the comprehensive course
design document but specifically isolates on the learning outcomes which are derived from the
needs assessment.
Needs Assessment:
To ensure staff who work directly with families on the family partnership process hired after
November 7, 2016, have within eighteen months of hire, at a minimum, a credential or
certification in social work, human services, family services, counseling or a related field.
Learning Outcomes:
I5O Consulting reviewed the needs identified by the client for a certificate program dealing with
human services. After conducting the research on relevant topics in the human services field, we
identified learning outcomes. Each outcome relates to a specific element in the industry that
reflects beneficial continuing education. Results Oriented Management Accountability (ROMA)
provides a framework for accountability that relates actions, behaviors, and outcomes. We
assessed that providing instruction in ROMA would be a meaningful body of knowledge that
enhances the ability of human resource professionals to serve their clients. The client approved
the concept and the following learning outcomes:
Upon completion of the learning event, the learners will be able to:
• Recognize the key elements of results‐oriented management.
• Demonstrate how accountability measures and indicators are established in compliance
with the program.
The learning outcomes reflect the requirements for a beneficial human services program that
participants can complete within 18 months of employment.
