Lockout/ Tagout

          PURPOSE


          The purpose of this program is to protect employees of Penn Power Group from injuries while
          servicing and maintaining equipment.

          The program establishes requirements for hazardous energy control.  It is to be used to ensure that
          machines and equipment are isolated from potentially hazardous energy sources whenever
          servicing or maintenance activities are in progress.

          This policy is established to:


          1. Establish a safe and positive means of positively locking out operation of machinery and
              equipment which is serviced or maintained at either Penn or Customer facilities.
          2. Prohibit unauthorized personnel or remote control systems from starting machinery or
              equipment while it is being serviced.
          3. Provide a secondary control system (Tagout) when it is impossible to positively lockout the
              machinery or equipment.
          4. Establish responsibility for implementing and controlling Lockout/Tagout procedures.
          5. Ensure that only approved locks, standardized tags and fastening devices provided by the
              company will be utilized in the Lockout/Tagout procedures unless otherwise provided for by
              Customers.

          RESPONSIBILITY


          The Director of Human Resources is designated as the Lockout/Tagout Program Coordinator for
          Penn Power Group.

          Specific responsibilities include:


          1. Provide Lockout/Tagout training to applicable employees.
          2. Maintain a current listing of employees who have completed Lockout/Tagout training.
          3. Maintain a current listing of equipment and machines in Penn Power Group facilities that fall
              under the Lockout/Tagout program.
          4. Implement the Lockout/Tagout program.
          5. Conduct an annual inspection and review of the Lockout/Tagout program.


          Each Branch Manager or Field Service Supervisor is responsible for the effective use of the
          Lockout/Tagout program in their respective operations and ensures that all required procedures are
          followed.  They also ensure an adequate supply of locks and tags.


          Each Employee is responsible for learning and following the procedures and practices outlined in
          the Lockout/Tagout program.
